Upon charter approval, Horizon Science Academy Des Moines is governed by a local school board that will enter into a charter agreement with the Iowa State Board of Education - the charter authorizer. The local school board also has an agreement with Concept Schools, one of the nation’s top charter school management organizations.

Like all charter public schools, Concept network schools are non-selective, tuition-free, and free to attend for all students.

Iowa Department of Education

The Iowa Department of Education plays a central role in overseeing and supporting the development of charter schools as part of Iowa’s public education system. Through the State Board of Education—the sole authorizer of charter schools—the department reviews applications, ensures they meet rigorous standards, and provides evidence-based recommendations aligned with national best practices. Charter schools in Iowa are designed to expand educational opportunities, address specific community needs, and improve student outcomes through innovative programs, often focusing on areas like STEM, early literacy, or serving at-risk populations. Additionally, the department establishes guidelines for funding, governance, and accountability, ensuring that charter schools operate effectively while remaining publicly funded and accessible to all students.
